No — that’s the point of the Opportunity Card. You enter Germany without a job offer and have 12 months to find qualifying employment.
After converting to EU Blue Card, 21 months with B1 German or 33 months with A1. The Opportunity Card year does not count toward Niederlassungserlaubnis.
Family reunification is restricted on Opportunity Card. Once you convert to Blue Card or Skilled Worker, spouse and dependants can join immediately.
